If you are an independent game developer, you are likely working within a very fixed budget, however that doesn't mean that your game must be low quality. If you are a talented artist or programmer, there are a number of good free resources that can help your project development without draining your bank account. It is obvious that expensive tools can often do things that free tools can't, but the core development of a game does not need to rely on these tools. If you are an artist, there is good software to help you create content. If you are a good programmer, there are free development environments.

We would like to present some free resources that can assist you in developing your independent game. This list is not comprehensive but rather a good slice of programs that we feel are useful.
